You get to this window by going to the Services -> Status page in the VPOP3 settings.

The Status Service lets the VPOP3 Status Monitor program connect to VPOP3 to monitor the VPOP3 status and trigger connections etc.
You can configure VPOP3 so that all users can use the VPOP3 status monitor, but only do the things you want them to do.
The Only allow administrator access to remote status service option makes VPOP3 restrict access to the remote status service to VPOP3 administrators.
The Permissions section lets you define which users can access which features of the status service. On this page there are two groups of users which can be configured - Administrators (all VPOP3 administrators), and Non-Administrators (all other VPOP3 users). You can set each type of permission for each group to All allowed (all users in this group are allowed to use this feature), All denied (all users in this group are not allowed to use this feature), or Mixed (users' permissions are set individually on the User Permissions page).
The six different types of access which can be permitted or denied are:

The user can see whether VPOP3 is online or offline, and when the next and last scheduled connections are. |

The user can see how many messages are in the VPOP3 OutQueue and InQueues (total) |

The Access Restrictions are used to limit who can use the VPOP3 Status server. You can restrict access to a certain range of IP addresses. The format of the restriction definitions is described here.
